President Bola Tinubu has said Nigeria will “seriously consider” granting Rwandan citizens 30-day visa-free entry, in what would be a reciprocal move as both countries push closer ties. The comment came after his meeting with Rwandan President Paul Kagame at the Urugwiro Presidential Villa in Kigali.
The two leaders also agreed to revive the Joint Permanent Ministerial Commission first signed in 2021, with Nigeria expected to host the next session. They discussed pending agreements in tourism, anti-corruption and the fight against illicit drugs.
Trade and mobility were also central to the talks. Tinubu and Kagame said they want stronger action on the African Continental Free Trade Agreement, while Nigeria is in talks with RwandAir to create more export opportunities for Nigerian businesses.
Rwanda’s official immigration policy shows that visitors can obtain a visa on arrival, with 30-day fee waivers for eligible African Union, Commonwealth and Francophonie travellers.
Tinubu is in Kigali for the Africa CEO Forum, which runs on 14 and 15 May 2026 and brings together business leaders, investors and policymakers. The forum says the summit focuses on deal-making, regional integration and Africa’s economic transformation.
