SSS operatives escort suspected ISWAP fighters Modu Gana and Ibrahim Dugge in Apapa, Lagos

Two men suspected of links to the Islamic State West Africa Province (ISWAP) were arrested in Lagos on Sunday, December 21, 2025.

Security operatives with the State Security Service (SSS) detained the suspects — named as Modu Gana and Ibrahim Dugge — in the Apapa area of the city, a security source told Premium Times.

The source said the arrests happened at about 8:45 a.m. and that both men are now being held for further questioning by the agency.

Investigators say the pair were traced to Lagos after intelligence suggested they fled the insurgency-affected North-east region. Officials are probing how and why they travelled to the commercial capital.

When contacted, the SSS media unit said the arrests had not been formally brought to its attention. The agency recently redeployed its former spokesperson, Peter Afunanya, and is reportedly following a more discreet media posture to protect intelligence work.

At the time of reporting there was no public evidence that the suspects planned an attack in Lagos. Security analysts, however, warn that ISWAP has shown intent to widen its reach beyond the North-east in recent months.

Authorities have kept details of the suspects’ alleged activities and possible networks under wraps as interrogations continue. The SSS has yet to issue an official statement on the arrests.

Officials say more information will be released when it does not compromise ongoing investigations.
