US passport revoked over $2,500 child support debt enforcement by State Department

The United States government is cracking down on parents who owe child support. The State Department says it will start revoking valid US passports from Americans with more than $2,500 in unpaid support. The move is being carried out with the Department of Health and Human Services (HHS). 

If you owe above that amount, federal rules already block you from getting a new passport and now they can cancel the one you have. 

How the revocation will work

Officials issued a notice on May 7 confirming the plan. Notices will be sent directly to affected passport holders by email or by post to the address on their last application. 

Revocations begin on Friday, May 8. The first wave targets about 2,700 people who owe $100,000 or more. 

The government says the program will then be "greatly expanded" to cover everyone above the $2,500 mark. 

The law behind it

This is not a new law. The $2,500 threshold was set by the Personal Responsibility and Work Opportunity Act signed by President Bill Clinton in 1996. That law allows the secretary of state to "revoke, restrict, or limit" a passport for child support debt. 

Under President Trump, the State Department says it is now using the tool on an "unprecedented scale" to support American families and enforce compliance. 

What happens if your passport is cancelled

Once revoked, the passport cannot be used for travel, even if you later pay the debt. You must apply for a new one after clearance. 

To fix it, you must contact the child support agency in the state where you owe. Only after the state notifies HHS will your name be removed from the block list.

Officials warn this process takes at least 2 to 3 weeks, so urgent travel plans could be affected. 

Americans abroad who get a revocation notice can visit the nearest US embassy for a limited-validity passport that allows a direct return to the US. 

Why it matters

The government says hundreds of millions of dollars have already been recovered through passport restrictions. This wider revocation is meant to push parents to meet their legal and moral obligations.

For now, the message is simple: owe more than $2,500 in child support in the US, and your right to travel abroad could be taken away until you pay up.
