Enugu State hits a massive N406.77bn IGR milestone in 2025, setting its sights on an ambitious N870bn for 2026
Enugu State is rapidly moving away from its total reliance on federal allocations. The state government has just announced a record-breaking Internally Generated Revenue (IGR) of N406.77 billion for the 2025 fiscal year.
This disclosure was made on Sunday by Emmanuel Nnamani, the Chairman of the Enugu State Internal Revenue Service (ESIRS).
Speaking with newsmen in the state capital, Nnamani revealed that the state is not slowing down, as it has already set a daring target of N870 billion for 2026.
The 2025 performance is a massive leap from previous years. Out of the N406.77 billion collected, tax revenue brought in N51.5 billion. Interestingly, the bulk of the money about N355.2 billion came from non-tax sources.
To put this growth into perspective, Enugu’s IGR was just N26.8 billion in 2022. Since Governor Peter Mbah took office, the numbers have skyrocketed from N37.4 billion in 2023 to N180.5 billion in 2024, before hitting the current N406.7 billion mark.
Mr. Nnamani attributed this success to the "Mbah Magic" a series of reforms focused on technology and transparency.
The state didn't just hike taxes; instead, it expanded the tax net and introduced e-payment systems to block leakages.
A major part of the revenue also came from revitalizing state-owned assets that had been abandoned or dormant for years.
"Enugu State has started thinking differently," Nnamani said, noting that the state is now building fiscal resilience.
The government believes that when citizens see their money at work, they are more willing to pay. Projects like the Smart Green Schools, the Enugu International Conference Centre, and the upcoming "Enugu Air" have boosted public trust.
Looking ahead to the N870 billion target for 2026, the ESIRS boss assured residents that the state would continue to implement "pro-citizen" reforms.
The goal is to fund massive infrastructure across all 260 wards without placing an unfair burden on the people.
